Announcement on the Simplification of the Procedure for Nationwide Port Entry-Exit Passengers' Health Declaration

For the convenience of entry-exit passengers passing the port, the AQSIQ has decided to simplify the procedure for entry-exit passengers' health declarations at all the ports throughout the country. The announcement is hereby promulgated as follows:

Normal Management

In case there is no serious epidemic situation at home and aboard, the entry-exit passengers are exempted from filling the Entry-Exit Quarantine Health Declaration Card, but provided that the entry-exit passengers have the symptoms, such as fever, vomiting, dyspnea, diarrhea, etc., suffer from infectious disease or mental disease or take animalcule, human body tissue, biological products, blood and its products, animal and plant and their products, they shall report to the traveling inspection channel quarantine officials in oral and undertake inspection and quarantine.

After the simplification, in the condition of the existing inspection and quarantine establishment of the traveling inspection channel, each inspection and quarantine institution shall fully utilize science and technology measures, to reinforce the inspection and quarantine work and ensure the implementation of the function of inspection and quarantine laws. They shall enhance the effectiveness of the inspection and quarantine work and prevent the entry and exit of any epidemic disease by the reinforcement of medicinal tour inspection and infrared ray body temperature check of the entry-exit passengers, quarantine and tour inspection and X-ray selective-examination of the special articles taken by the passengers.

Emergency Management

In case serious epidemic situation happens at home or aboard, the AQSIQ will publicize the announcement of temporary inspection and quarantine imperative measures to entry-exit vehicles, passengers and their articles. Vehicles from the infected areas must stop at the designated positions. Every entry-exit passenger shall fill the Entry-Exit Quarantine Health Declaration Card faithfully and pass through the special-purpose inspection and quarantine channel. Each article taken by the passengers shall be inspected through perspective X-ray machine.

The quarantine officer shall take the measures, such as body temperature check, medicinal inspection, etc. to the suspected infected persons, epidemic disease or mental disease bearers. The quarantine officer shall also take corresponding treatments to the articles which can possibly diffuse infectious disease to avoid the spread of disease.

When the epidemic situation is released, the AQSIQ will publicize the announcement of restoration of normal management.

This announcement shall become effective at ports throughout the country from June. 1,2008.
